Welfare Case Data System (WCDS) Initial
Project Assessment
The Point Group worked with members of the project team,
including project staff representing all of the stakeholders and vendors,
i.e.: the Department of Information Technology; the Health and Welfare
Data Center; County Welfare Director's Association (CWDA) to ensure the
successful implementation of the statewide Welfare Case Data System.
Statewide Automated Welfare System
(SAWS) Initial Project Assessment
The Point Group identified and analyzed the organizational,
staffing, business process, training, education and change management
issues to be considered and addressed prior to and during the implementation
and operation of the SAWS project. The Point Group worked with members
of the project team including project staff representing all of the stakeholders
and vendors, i.e.: the Department of Information Technology; the Health
and Welfare Data Center; and, County Welfare Offices and providers.
Statewide Automated Welfare System
- Technical Architecture (SAWS-TA)
The Point Group provided a complete assessment of the status
of the Statewide Automated Welfare System - Technical Architecture (SAWS-TA)
project. The Point Group identified and analyzed the technical architecture
and identified issues that needed consideration prior to and during the
implementation and operation of the SAWS project.

State of California: The Impact of Welfare
Reform
The Point Group conducted a comprehensive study on the impact
of Welfare Reform in California for California's Health and Welfare Agency
(HWA) and the Health and Welfare Data Center (HWDC). This research project
included in-depth, structured interviews with service providers, state
and local social service organizations, legislators, and stakeholders
from all of California's fifty-eight counties.

- Technical Architecture (SAWS-TA)
The Point Group was engaged to perform independent verification
and validation (IV&V) research and project management for HWDC's Statewide
Automated Welfare System - Technical Architecture (SAWS-TA).
The Point Group provided independent verification and validation
research and project management consulting services to determine the feasibility,
capacity, and likely operability of California's new Statewide Automated
Welfare System - Technical Architecture (SAWS-TA) project. The Point Group
identified and analyzed the business, operational, process, programmatic,
and technical architecture to ensure that the system would meet the data
sharing requirements, across multiple organizations of client eligibility
and service delivery data.
