State of California: Health and Human Services Statewide Automated Child Support System (SACSS) Project Oversight The Point Group provided an accurate, current and broad assessment of the status of California's Statewide Automated Child Support System (SACSS). The Point Group identified, analyzed and reviewed the organizational, staffing, business process, training, education and change management issues to be considered prior to and during the implementation and operation of the SACSS project. The findings and recommendations were provided to the Department of Information Technology (DOIT), and, at its direction, to all appropriate stakeholders. The Point Group worked with members of the project team, including project staff representing all of the stakeholders and vendors, i.e.: the Department of Information Technology; the Health and Welfare Data Center; the California Family Support Council (CFSC); District Attorneys' offices; Lockheed-Martin IMS; AMS; and LOGICON. Child Welfare System (CWS) Initial Project Assessment The Point Group provided an accurate, current and broad assessment of the status of the Child Welfare System (CWS) in California. The Point Group identified, analyzed and reviewed the organizational, staffing, business process, training, education and change management issues to be considered and addressed prior to and during the implementation and operation of the CWS project. The findings and recommendations were provided to the Department of Information Technology (DOIT) and included: a review of all appropriate documentation of the CWS project; participation in all meetings and discussions with senior officials and end-users representing selected stakeholder organizations to maintain an accurate, broad and current perspective on the status of the CWS project; monitored organizational, staffing, business process, training, education and change management issues which will continue to be discussed and considered during the current phase of the project; prepared and submitted periodic reports regarding the project to DOIT which contained, respectively: analysis of project-related documentation; summary reports of discussions with stakeholders regarding the project; and, periodic assessment, findings, conclusions and recommendations. |
