Massachusetts State Police Statewide AFIS and III Project Management The Problem The Massachusetts State Police was faced with the challenge of transitioning its criminal history reporting from disposition-supported records to fingerprint-supported records. The state was one of 13 jurisdictions that did not fully participation the national Interstate Identification Index (III), the national criminal histories index. Failure to provide on-line criminal history information jeopardized the state's ability to query and receive III data from the FBI and other states. A plan and procurement was needed quickly Scope of Work The Point Group was contracted by the Massachusetts State Police to serve as the technical consultant for the procurement and deployment of the Commonwealth's new Automated Fingerprint Identification System (AFIS). To date, the company has provided the State Police with expert assistance in public safety operations, system requirements, technical design, and project management services. The engagement began in May 1998 and is ongoing. The Point Group continues its engagement by providing project management and consultant services to the State Police and the Criminal History Systems Board (CHSB). The focus of the engagement is to assist in the deployment of the Commonwealth's new AFIS system and the State's transition to a fingerprint-supported criminal history system. The transition will enable the state to participate in the exchange of criminal history information through the Interstate Identification Index (III) that is managed by the FBI. Results The Point Group coordinated the issuance of an RFP and a contract was awarded in mid 1999. The Point Group has continued as project consultant to oversee the implementation of the new system. |
